Employer Representative Team

Employer representatives offer professional and technical assistance regarding benefit coverage and plan design. Team members travel throughout the state to meet with governing bodies and decision-makers who are considering participating in VRS or adding benefits for their employees.

Employer representatives also host forums where employers learn of new VRS initiatives, provide feedback and network with others. VRS third-party administrators often participate in these forums.

Employer Representative Program Manager

Andy Feagans

Andy Feagans is the VRS employer representative program manager. Previously, Andy was the employer representative for state agencies. He also served as a product and services trainer, and a senior member counselor at VRS. Prior to his service with VRS, he worked for the Virginia Department of Medical Assistance Services as a marketing and outreach liaison for the Virginia child health insurance programs. Andy graduated from Virginia Commonwealth University with a bachelor's degree in history. He earned a master's degree from the public administration program at Virginia Commonwealth University's L. Douglas Wilder School of Government and Public Affairs.

Employer Coverage Coordinator

Guides and assists employers that elect to provide VRS benefits to employees.

ZaeAnne Allen

ZaeAnne Allen is the VRS employer coverage coordinator. ZaeAnne joined VRS in 2008 as a compliance officer assistant and then became a member counseling specialist. Before joining VRS, she worked with Ameriprise Financial Services as a planning assistant, where she assisted in personal financial planning for investments, tax-management strategies and retirement. ZaeAnne graduated from Virginia Commonwealth University with a bachelor's in finance.

Rohn Brown

Rohn Brown is employer representative for Virginia's political subdivisions. In his career with state and local government, Rohn has held positions in public affairs, technical assistance and education. Rohn earned a bachelor's degree in business administration from Longwood University and a M.Ed. in counselor education from the University of Virginia.

Marie Daniels

Marie Daniels is employer representative for Virginia's political subdivisions. Marie has held a variety of positions with VRS, including call center director and senior products and services trainer. Before coming to VRS, Marie worked in the private sector and has experience in marketing, customer service and broadcast journalism. Marie earned her bachelor's degree in business administration from Averett University.

Julia Minnigh

Julia Minnigh is an employer representative for school divisions. She previously worked in financial services helping clients with retirement, investment, asset protection and legacy planning strategies. Before that she worked in public information and media relations for the Virginia Department of Game and Inland Fisheries, the Richmond Metropolitan Authority and the County of Henrico. Julia earned her bachelor's degree in art from St. Andrews University and her master's of fine arts degree in creative writing from Virginia Commonwealth University.

Beth Valdrighi

Beth Valdrighi is an employer representative for school divisions. Beth worked for the University of North Carolina Wilmington as an assistant accreditation manager for the police department. She also served as a marketing and outreach liaison at the Virginia Department of Medical Assistance Services, where she collaborated with school divisions during the annual Back to School campaign. Beth graduated from Virginia Tech with a bachelor's degree in communications and earned a master's degree in public administration from Virginia Commonwealth University.

Marcia Edmonds

Marcia Edmonds is the employer representative for state agencies. She came to VRS in 1996 as a disability retirement analyst before moving to the customer contact center in 2004, where she was an employer advisor and then supervisor of the employer support team. Prior to her service with VRS, Marcia worked as a disability analyst for the Department of Rehabilitative Services and benefits specialist for the Department of Social Services. Marcia earned a bachelor's in sociology from Radford University.
