Hybrid Retirement Plan members employed by a political subdivision or school division that participates in the Virginia Local Disability Program (VLDP) are covered automatically under the VLDP Long-Term Care Plan. The employee pays no cost for this coverage while employed in a VLDP-covered position. The VLDP Long-Term Care Plan provides benefits if the employee needs help with everyday life tasks because of a prolonged health problem or following a major illness or injury. The plan assists with the cost of:
- Care in a nursing home or hospice.
- Assisted living facility.
- Community-based care.
- Home healthcare services.
- Informal caregiving.
- Alternative or transitional care.
The maximum daily benefit amount is $96 with a lifetime maximum of $70,080.
Employees are eligible for benefits when a licensed healthcare practitioner certifies that they:
- Are unable to perform at least two of six activities of daily living; or
- Have a severe cognitive impairment requiring substantial supervision to protect you from threats to health and safety.
Waiting Period
Benefits are payable 90 calendar days after a licensed healthcare practitioner certifies that the employee qualifies for long-term care benefits.
How to Apply
VRS has contracted with illumifin Corp. to coordinate benefits under the plan. Employees should contact illumifin Corp. at 800-761-4057 within 60 days of being certified as eligible for benefits. A family member or friend may call on their behalf. To learn more about qualifying for benefits, plan highlights, plan features and coverage after the employee leaves employment, review the Virginia Local Disability Program (VLDP) Handbook for Members.
Leaving Employment
If the employee leaves or retires from their position, their VLDP long-term care coverage will end. They can elect to continue coverage, which will be retroactive to their last day of employment. They will pay the premiums directly. Employees who leave covered employed will qualify for the same benefits as active participants and must meet the same eligibility requirements when submitting a claim for covered services.
To continue coverage, the employee should submit the Authorization of Coverage Retention for the Long-Term Care Plan (VSDP or VLDP) (VRS-170) and the Protection Against Unintentional Lapse of Long-Term Care (VSDP or VLDP) (VRS-171) to illumifin Corp. within 60 days of their last day of employment. This option is not available after 60 days.
